Dromeasaurs could generally get around this issue by being small and light but even so I think the current consensus is that they used their toe claws (including the dewclaw) just for prey restraint.

Yeah but they still reach forward with their hind legs so they can be used more like a combination of felid forelimbs and jaws while a Ceratosaur would have to use it legs for standing and running since it's bipedal but can't fly so it couldn't reach forward and grab with them.
