For premier you want 32gb 6k Mhz RAM but you could skimp on gpu if you don't need to run games on ultra

Do you prefer laptop or desktop?

You could definitely bargain hunt and slowly build a desktop PC off open box and refurbished parts and get a decent rig. If you like the idea of laptops, lenovo legion pro series has semi frequent sales and payment options.
