I will say that sometimes parks are fussy and overdesigned in plan because a hotshot designer wanted to win an award, and sometimes it’s because the landscape director at a multiservice engineering firm shat the design out in colored pencil in 20 minutes while eating a turkey sandwich

They aren't really related, you have a fixed amount of space they will let you use for garages and then the street trees would be calculated on the total frontage and then if you lose a street tree or two for garages you pay in lieu fees for those

It kind of depends on what you are asking for but the rules are pretty clear. That is a separate process from the street tree approval

I do it all the time. The street tree portion is usually a sub one month approval with a very simple application

If you are building an apartment building you need to dig up the sidewalk to grade to entrances, install utilities etc so it's part of the scope

If you are building a 100 unit apartment building in SF you are getting a sidewalk permit, there is no way around it. This is not about renovstions

People are so determined to say regulations like this are why housing is not getting built without looking at the deeper reasons it's so hard to finance and build at a reasonable cost in the US. Prop 13 is a huge one in California because it is what lead to charging crazy high impact fees

Planting street trees is a very low cost way to improve public space and the requirements are pretty clear and DPW has recently changed their permitting process. You are going to have to do sidewalk work anyway so you can't avoid their permits

I mean zoning isn't really the issue right now given state law. Building code reform and financing combined with fee reductions are the only thing that will make smaller projects pencil out.
