It’s been known for a long time that wood smoke is similar to cigarette smoke and that it harms children. The study this quote is taken from, for instance, was published in 1993. (It found that fine particle pollution from wood burning makes breathing more difficult for young asthmatic children.)

This Labour government is not fit for purpose.
If there is “no practical way to allow the installation of fossil fuel boilers while also delivering significant carbon savings and ‘zero-carbon ready’ homes”
then there should be no practical way to allow wood burning which emits MORE CO₂ than gas.

I can't open my windows - the air could land me in hospital
I've been blue-lighted to hospital 20 times in 4 years.
