It is not complicated. Where I live the tenant always pays for utilities. It doesn’t vary tenant to tenant it is the same for every building. It is a reality some people can’t afford to pay for an electric bill increase that an air conditioner would cost them .

That makes sense . But if the tenant can’t afford the electric bill how can they afford to pay a fine for not running up an electric bill they can’t afford? Suppose the tenant prefers a warmer apt , do they get fined for not keeping it cooler than they are comfortable with?

But the landlord is complying by providing the air conditioner- does the landlord have the power to force the tenants to run the air conditioner? Suppose the tenants are not comfortable at that temperature and prefer a warmer apt ? If the tenants can’t afford to pay the bill who pays it?
