Avoid leaving it up to the agency to infer how research or data relates to the regulation.

This is not like commenting on social media, though. SUBSTANTIVE comments that require agency response must have info pertinent to the proposed actions, like community impacts, scientific evidence, or other data. Non-substantive comments ("I don't like this!") only require a "Comment noted."
