The largest of the files, counting over two thousand pages (www.archives.gov/files/resear...) would need to be transcripted into plaintext in order to reference it in an LLM. The files are so old that human labor is certainly required to read the crooked text and type it back into a text file.

Big companies have datasets of deconstructed confirmed CSAM images that are converted to hashes.
