How can any news organisation mislead their readers to this extent just to make clickbait?
It means grandparents with full time custody of children but it makes it sound like grandparents helping out. And £79 a week is so much money, they will create and then destroy real hope - just for clicks.

Shamelessly replugging this from two years ago. We would never look at the proportion of, say, schools, that don't turn out literate pupils and go 'oh well, probably those kids were better off out of it'. We shouldn't view the short tail of bad courses and/or outcomes any differently:

That's not to say that there aren't intentions to make one or raise revenue but it is a very poor strategy that never plays out in practice.

I think claims of revenue raising are always overblown. Very few authorities make any profit from the activity. I suspect most make a loss from it.

It could but there is also the social incentive to issue penalties that would at present probably be overlooked. So you end up with penalties that would previously have been overlooked or received a word of advice. The civil penalty makes it easier to issue.

The risk with that is like parking you tend to see quite a spike in the number of "prosecutions" and the financial penalties likely to be bigger than current criminal ones

If the world's largest economy decides global rules don't exist then you can't just pretend that away. Or that we can't deal with the US unless it is within the rules the US rejects. Finding a balance isn't easy, but so far it could have been a lot worse.
