The statement "past behavior predicts future behavior" means that a person's actions and patterns from the past are generally considered the most reliable indicator of how they will behave in similar situations in the future, as people tend to exhibit consistent behavior over time...

If people want to understand government, politics, and what is playing out maybe they should look into the past.

"The past portends the future" is a way of saying that the past can be used to predict the future.
