It's explained later in this section, but she inflates from nearly all "strong" emotions! So if she gets too excited or flustered? She starts blimping!

Basically, it just affects the speed in which she reaches her final size! She puffs up quick when startled, slower and more prolonged when its stress causing it, so if both were to happen, she'd just fwomph up quick! Might affect her final size too! :)
