I find the discoloration on the houses a bit odd too, considering how new they are. I'm not a builder or house painter, but it seems too widespread and red to just be 'blown' from damp bricks if they were painted too early. Get samples whilst you're there....

Looking at Coed Darcy on Google earth, the report seems correct. The Easternmost crescent of the village is built, but these empty houses have been built to the west at the far end of the abandoned site. Why someone prioritised those I have no idea, as there's no good roads in place. Weird.

I'm guessing it's just down to workload required as ICE took quality seriously. Northern Mirkwood would require researching every mention in every book (not easy in the 80s). Umbar needed little research, Ardor nowt, so they just got through the process quicker. It was years before Moria came out.
