FWIW, John Harbaugh has never had an OC that had no previous HC/OC experience. The only internal promotions he made were with coaches he "bought the dip" on after they were let go elsewhere (Caldwell, Mornhinweg, Roman). My guess is he'd follow a similar pattern now with Monken going to Cleveland
