Can I play a deck with this as a commander if the entire deck is clones with the intention of only copying your cards?

It doesn't have first strike.

It has a static ability that grants itself first strike.

No, because it still has the static ability.

The static ability just doesn't do anything if the condition isn't met.

It has the static ability. It does not have the first strike ability.

Abilities of permanents only function while that permanent is on the battlefield unless stated otherwise.

If the conditions were met, it would not have first strike outside the battlefield.

A screenshot from Gatherer of a ruling on the card Soulflayer. It says: 11/24/2014 Creature cards that have abilities that grant the listed keyword abilities to themselves won't count. For example, exiling a Battle Brawler (a creature with "As long as you control a red or white permanent, Battle Brawler gets +1/+0 and has first strike") with Soulflayer's delve ability won't cause Soulflayer to have first strike, even if you control a red or white permanent.

The reason I was looking for clarity is that there already is a precedent for "As long as X, this object has Y" to only function on the battlefield, as shown by this ruling on Soulflayer, which goes counter to your ruling about the Soul Cauldron, as the card doesn't have the granted ability in exile

The CR update today doesn't seem to say anything about the Max Speed working outside the battlefield, even if it grants an ability that works outside the battlefield, and no other rules have been updated to allow this.

Is this an oversight?

According to the Release Notes Article today, it implies that Max speed only applies outside the battlefield if the ability it grants works outside the battlefield. Is that incorrect?

He is also good friends with It That Betrays, but I don't run him because I built the deck before he came out.

To reliably trigger his flip ability, you want something like Innocent Blood or Fleshbag Marauder.

I have this guy as a commander! He's very fun with death triggers.

Sheoldred, the Whispering one is his best friend.

On your turn, you stack the triggers to return a creature, then sacrifice it.

In their turn... They sacrifice two creatures.
