TBF,they are hardly the first team to do it, back in the 70s and early 80s pretty much every team did it
If the stewards thought there was anything to look at, Max or George, they would have summoned them  ith themselves.
This was nothing more than Red Bull trying it on
Rubbish, the stewards had already issued summons to several drivers for overtaking under the safety car but NOT Max. They had no interest in the incident at all until Red Bull raised it. 
Mercedes did not ask them to look at Max overtaking because they knew there was no point.
Yeah, but they only even looked at it because Christain the Complainer asked them too. Prior to that they had no interest at all, and after it said no action.
When Max was penalised for brake testing Lewis in Saudi 21 he denied that was a problem either.
I assume you mean Saudi GP?
That was different for two reasons.
It was during the race, not under safety car.
Max brake checked Lewis, who was directly behind him, as they exited a corner, and caused Lewis to hit Max.
Max penalty was for causing a collision, not erratic braking
Ok, so 2 things here.
1, there is no such thing as erratic braking
2 even if George braked / backed off Max still overtook under the safety car, that is a separate incident. George braking would be mitigation at best
The post said he brake checked him, that does require Max to be behind George
