Not at all. Manga don't really have "collectible value" per se. People by manga to read, not to collect.

The "occasional ticket like stuff" is just publishing info. They don't want to waste actual book pages, so they print it on a little bookmark that can be easily inserted and then used or tossed.

Color pages are representative of how they are published in Japan. The most popular titles get a few color pages in the magazine, although this usually rotates every week. By the "slim dust jacket" I think you mean the obi. This is just a little wrap featuring advertising text. It gets tossed.
