They don't pay taxes anyway and are unlikely to change where their business actually is which is where they make their money.

The UK loses out on their spending but can survive without them.

Any party in government needs to start taxing second homes heavily to bring the price down and make more homes available on the market but...that would be shooting themselves in the foot as the majority of them own properties in the city, have second homes and probably a property portfolio.
