I have the same gut reaction, but in many cases it actually seems to net out to a lower all-in cost. Putting all that stuff together on a ship isn’t cheap, but it does let you arbitrage various national regulations (tax/labor/gambling/etc)

To start, one of the most important but messiest to actually understand and use: recidivism.

A mess to think about, and a mess to measure.

I don't mind using commas for prosody, but in this case it seems a little forced either way. I'd probably just make it two sentences: "The effects on those who fought it and their loved ones at home were immeasurable." Then I'd delete that second sentence, which doesn't say much
