The particulars of the permit are as follows: (i) The proposed recipient of the waste is Fortum Waste Solutions Oy, Kuulojankatu 1, 11120 Riihimäki, Finland (Telephone: +358 50 5972 487). (ii) The type of waste is hexachlorobenzene (HCB) waste and chlorinated wastes containing HCB (Basel code A3170). (iii) The maximum quantity of the waste that may be exported is 1100 T net weight (1500 T gross weight).

(iv) The HCB crystal will be packaged in UN approved 100 L or 205 L plastic lined and sealed drums, or in a sealed plastic bag inside a UN approved plywood intermediate bulk container (IBC), or in a UN approved composite IBC incorporating an outer plywood box pallet with an inner square flexible IBC containing 3 x 205 L drums. The HCB polymers and tars will be packed in UN approved 1000 L rigid plastic IBCs, within a flexible IBC outer packaging. The packaged waste will be loaded into 20-foot shipping containers and stowed in the hold of the vessel. (v) The waste is to be transported by road to the port of export, shipped by sea, and then by road to the disposal facility. (vi) The waste may only be exported during the permit period. (vii) The waste is to be exported from Port Botany, Sydney, Australia. (viii) The waste may only go to the Port of Haminakotka (Hamina), Finland. No transit ports are permitted. (ix) The waste is to undergo a disposal operation at the Fortum Waste Solutions Oy facility in Riihimäki, Finland. (x) The waste is to undergo disposal operation D10 – Incineration on land. The permit period is from 1 February 2025 until the last departure date of 31 January 2026. All shipments must leave the last Australian port before or on the last departure date. The permit includes and is subject to conditions.
