-keep tenure
-mandate tenured faculty have to do a review every X years
-we all have to do a lot of extra paperwork
-more committees to do those useless reviews
-occasionally someone tenured gets fired but not a big change from now

So you end up making it easy and passing everyone.

Most faculty just find it easier to pass people rather than go through the trouble of trying to fail them and deal with the consequences.
