What about one of the concept art having Jayce explicitly being with the mage in one of the shots? It seems the intention from the start really is Viktor is the mage.

It could very well be that it was a different rune that led to the moment of the future Viktor timeline as well, a rune that still led to Jinx crashing into the tower or Ekko building a Z drive but not enough to stop Viktor.

It feels like the main crux of your argument is that you want to resolve the time loop, but I don't see why a time loop couldn't exist.

It could very well be possible that Viktor simply planted the rune to be passed onto Jayce at that moment without it explicitly being Viktor himself.
