Just like the EV rebate (RIP), i think a subsidy of even $5k would be all you'd need to push solar well over the line.
I wouldn't be in a big hurry to drive down installation costs as they are already pretty good and you don't want holes drilled in your roof by the lowest bidder...

We didn't do a battery but added on a hot water diverter and 25% more panels. Came in just under $20k.
