Alaska Highway News is indexed in Canadian Newsstream, a database available at many public and academic libraries in Canada. I know that doesn't make it as easily accessible as if it were freely available online, but they are findable.

I do, and they have expanded to many more locations now, so I hope that is no longer the case but don't have any inside info to confirm.
