The big companies (Amazon, Fresh Direct, DoorDash) are really smart about gov't relations. If Mom and Pop shops were more savvy, they'd try to get NYC to enforce the laws to protect small businesses. But there's currently a double standard that greatly favors large corporations vs. local businesses.

Exactly. I once asked Fresh Direct's then-VP of Operations in a community board meeting if it was possible for them to run their business and comply with NYC traffic laws and he said no. The retailers who pay rent (aka Fairway and other Mom and Pop stores) don't stand a chance.
