The sizes are a "size up" from airlines, so an Amtrak carryon would be a checked bag size suitcase, an Amtrak personal item would be a ✈️ carryon. Checked baggage service is quite rare.
Limits are not very enforced. The de facto limit is "can you get this off the train without causing a scene"
