This doesn't bode well for a transition to #48 if Trump doesn't win again. I think it's it's reasonable to expect that Trump appointees will make every effort to obstruct and sabotage the admin of #48, for its entire term.
Will Democrats have prepared for that? I doubt it very much.
We need to stop taxpayers having to subsidise employers who pay too little for people to live on.
We need properly paid jobs.
For too long firms have paid unliveable wages in the knowledge that governments will taxpayers increase those wages up to a liveable level.
The best answer to the regular refrain of, “but if we enforce the law it would be escalatory!”

You are right that he could not have changed any laws before formally becoming President. But it is normal for incoming administrations to start talking to officials. The article sets out what he might have said to them and to the public.
