If the model shows road protected cycle lanes, cause congestion, you get this nonsense. The model assumes everyone driving has to drive.

What Bus Priority does need is huge, political confidence & will, as you are reallocating roadspace away from most inefficient use of roadspace general traffic, to most efficient use of roadspace buses.
Bus Priority does not need bus lanes, can be done with signals. Hold general traffic at wider section of road to let bus through first into narrower section. Very successful down here in South London.
