Great response by jose ugaz who sets out the peruvian experience of organised crime and the political elements of it. He also highlights corruption as key activity of organised crime groups

Private violence by organised crime is done for profit; whereas terrorism is public violence for poltical, religious or ideological purposes. Designating something as terrorist gives a state more scope/power to address it. But Does it matter to the victim what the purpose of the violence was?

Ben saul sets out differences between organised crime and terrorism but also their overlap. For example sometimes terrorist groups who are politically motivated engage in crime to raise money to fund their activities.
