1. Enhancing data quality & accessibility
2. Embedding business intelligence dashboards & indicators into the new central digital platform to track competition, value & social impact.

1. The new data regime is a major improvement, with new notices across the procurement cycle, new data fields & better identifiers.
2. Growing use of pre-market engagement & the new competitive flexible procedure.

I made a closing oral statement on behalf of the @ukanticorruptioncoalition.org to the UK Covid Inquiry today.

I summarised our data-driven analysis of poor pandemic purchasing by the UK & shared our key recommendations 👇

We stand by our analysis as @ukanticorruptioncoalition.org & we will remake these points to the Inquiry this Thursday. It really matters that we get to the bottom of how the UK wasted so much money & effort on buying the wrong things from the wrong people to learn lessons for the future.

Lord Agnew, who was in charge of procurement policy at the time, told the Covid Inquiry that “it was over-ordering by an order of magnitude because we didn’t have the data” & that “we had not got a clue what we had when we were ordering more”.

If we then compare UK to its main economic peers, regardless of the exact form of their health system, UK medical consumables procurement looks a lot like them in 2019 but it is very differently in 2020, using much larger direct awards for much longer.

NHS or not, European procurement in categories like 'medical consumables' are widely & consistently reported under EU's Procurement Directive (inc by UK at the time). In 2019 UK's share of EU procurement notices is entirely consistent with the size of its economy...
