Mueller deliberately wrote the report for public consumption, so no redactions would be needed, but Bill Barr redacted a bunch of stuff anyway. No doubt it was the stuff that incriminated Trump.

When Biden took office, he had the opportunity to release the unredacted report, but Garland didn't.

Because Merrick Garland was in charge of that, and he was the guy that Orrin Hatch recommended to Obama for SCOTUS. It was a huge (and foreseeable) mistake for Biden to appoint him as Attorney General.
