It's a company that "manages 10,000 apartments, most of which are rent regulated and 85% of which are in The Bronx." It's possible they just made a bad decision on these two buildings. It's also possible they're doing some creative accounting and are actually losing far less than they claim.

Also "dozens" of apartments could mean anything from 25 to 200. I don't doubt that there are buildings where the legal rent is not enough to cover the landlord's costs, but this anecdote really needs some more specific number.

HP books make a lot more sense if you see wizards as a stand-in for the British upper class and JKR as being so in love with the idea of an aristocracy than she makes “Downton Abbey” look downright communist by comparison.
