What you're seeing is vehicles who use the sidewalk as block-long driveways to park in any space possible. Unlawful, but unenforced.

This week, we got a tour of Fortaleza's new city-sponsored "bicycle rehabilitation center" to help fix donated bikes to be given back to the community. It's the first in Brazil!
