Yes, AND...while the Republicans lead the way with creating awful policy, Dems don't reverse them when they're in power. Dems failed to reverse Bush tax cuts when they controlled WH and both houses of Congress. GOP appoints hard right lunatics, Dems tend to appoint milquetoast wimps like Garland.
