Maybe your lifecycle program doesn't need to move on? I wonder what the difference is in just keeping people in 'one spot' on the journey and attempting to contact again and again.

Etsy have this really interesting lifecycle strategy - where if you become a seller on the platform, you don't open/progress from the first step after signup, they just constantly send you the same email. This is week 8, and I've received it 7 times.
