If you're talking about "Republicans are going to shutdown the government" "Republicans are the ones responsible for shutting down the government" then you're already conceding to the let's figure out who to blame shutdown frame. That's a process conversation that eclipses people harmed from view.

This is a constantly recurring journalistic error. All that can be truthfully reported is that the subject “says” or “claims” or “alleges” this to be the case, not “thinks” or “feels” or “believes” it to be so.
