For France it has more to do with being salty that north african countries aren't colonies anymore, not even unofficially.

I can't say for other european countries, but for France, the systemic racism towards arabs, notably northern africans, is exactly the same as the systemic racism experienced by black people in the US. You don't need to have foreigner status. Just your looks are enough. Sad state of affairs.
