It’s perfectly possible to cut off ICE from any state system and in so doing you would block them from query run via NLETS. I can lay out design and mechanics if you want. Several states have done it. I helped one of them do it. Yes they could still get a friendly agency to run query for them.

NLETS is a hub. They don’t store data. They just are the intermediate in passing data between state and federal systems.

You are correct about task forces enabling some potential workarounds.

Several states have already restricted ICE access to state Driver data. Not hard and doesn’t stop FBI from accessing same systems.

Examples are position descriptions, departmental policies required for compliance purposes, options analyses, summaries of larger documents someone doesn’t want to actually read but needs to fake it, etc.

Upside: reduces cost of producing bullshit.

Downside: we will get more bullshit.

I think Ezra Klein's take is that America is on the verge of a major step up in terms of sectarian violence, and he is afraid of that, and thinks very major compromises are worth it to avoid that outcome. Admittedly sometimes he says/suggest otherwise, but it's my overall impression.
