Millions of people rely on essential services such as water, electricity and heating during winter in the armed conflict between Russia and Ukraine. Where communities need help the most, our teams are there, seeking to help people get through the cold season. The strikes' impact on civiliansβ daily lives is unacceptable. Extreme cold makes it critical that people can keep warm. Millions have no hot water, heating or way to prepare a hot meal. This is the most difficult winter many civilians have experienced since the escalation of the armed conflict. Strikes on the electricity grid have a devasting impact on the availability of essential services like water, especially in cities. The cumulative effect is psychologically exhausting - and life threatening for the most vulnerable amongst the population. Attacks causing disproportionate harm to civilians, including by depriving their access to essential services such as electricity and heating that are essential for survival right now, are prohibited," said Ariane Bauer, ICRC regional director for Europe and Central Asia.
Recent strikes on critical infrastructure in Ukraine and Russia have left millions of people with little or no electricity, water, and heating amid freezing temperatures in Kyiv, Dnipro, Donetsk, Belgorod & other areas.
Ariane Bauer, ICRC regional director for Europe and Central Asia, shares more.

Over 445,000 people have been displaced in 2025 in South Sudan as funding dries up. We urge all parties to the conflict, authorities, and donors to take action to prevent a catastrophe in the months to come.
In 2025 alone, the combined effects of conflict in South Sudan, the consequences of conflict in Sudan, recurrent intercommunal violence, and massive floods have devastated communities.
