I looked through a bunch of South Korean news sites but I finally found it! The video had been embargoed for about a week.
This is former Prime Minister Justin Trudeau's speech at the World Knowledge Forum on 9/9/2025. His part begins at about 2 minutes.

I was referring to the aura thing - nothing to do with age.

It's happened to me many times. Diagnosed as an "aura before migraine." And you won't necessarily get a migraine after it happens. (I don't) It's harmless but very disconcerting. Also, it has nothing to do with age - I've been getting them since I was in my twenties. Good luck!

His speeches are sooo good. Sometimes I listen to them just for the heck of it...I'm weird like that.😀
