Whoever is in office when things get bad, gets blamed by voters who wish things were different. Unfortunately, that instinct of voter sentiment leads to governmental instability because public servants can’t execute any long-term plans.

That seems pretty aspirational for the funding nightmare that Congress has allowed to happen to cities.

Well, the community organizing piece is important, as President Obama showed us. A lot of what the next mayor will be facing however will be deep in mud of budgets and finance with many terrible yet inevitable compromises that won’t be avoidable.
