Like i said IF. It's like everything else this administration does. They start off with solid constructive points but their conspriratorial tendencies and need to prove everyone else is evil and wrong forces them to base their arguments on lies and misrepresentations.

As you know, I'm no fan about anything they do. But my understanding is that paylines and such are set with future years taken into account (one reason for end of year funding decision and why yearly cuts are so common). so with proper planning this can be good but that's a huge IF.
