I never minded the rotating quests personally. It's never felt like fomo to me because they're consistent and reliable. They return for several extended periods which i'm informed about months in advance. It also makes sure that there's actually people to do the content with when it's in rotation

FYI this doesn't say they're eliminating rotating event quests. It says that they're cycling the 29 that give gear into offline play.
There'll still be rotating event quests and the Expansion will likely keep the current system going before every event quest becomes permanent at the end of service
