Definitely intriguing! A google search (because I’m supposed to be doing other things but this was way more interesting) didn’t provide many answers but I did find out that Houdini himself enjoyed debunking ghostly photos. Check out this old poster which is kind of wonderful

Would love to see the photo as well. I am leaning more towards the suggestion that there was someone in the car, now forgotten. And the accident in developing the film wasn’t a double exposure but rather insufficient development in that spot. Or perhaps she simply moved mid-shot?
