I wonder if that's because mind-y stuff is considered a mainstream topic in general philosophy anyway. by contrast, I discern a difference in, e.g., philosophy of medicine/psychiatry papers in generalist & specialist journals (not in quality, but in the aims, context-specificity, & empirical detail)
