Yes, Bitcoin may have to do a little bit of extra work than just being a digital ledger, like handling jpegs on the blockchain with Bitcoin Ordinals, so that bitcoin can "pay it's bills" when mining subsidies disappear or a down bad bear market makes new block creation too costly.

Mining "new" bitcoin with block creation subsidy reward is like drag racing for nerds. They compete to who can mine fastest, but this is a temporary part of mining a permanent monetary final product. Eventually, Bitcoin reaches 21 million supply and the incentive to drag race with electricity ends.

No, people are using the waste heat as a resource to replace some large heating systems and in areas without expensive storage or a grid connection extra power can be used to mine a valuable resource rather than letting extra electricity go to waste.
