It's a unicode issue. To save on the amount of memory spaces that emoji need to occupy, some are just a combo of 2-3 other emoji that the computer then decodes as needing to display a different one. If the unicode version isn't up to date, it just sees [flag] and [trans symbol] as separate emoji.
