In response, Senate GOP released a memo detailing all of the tactics they in the minority could use to delay the effort as much as possible. I'm recirculating that 2009 GOP memo here. In 2019, Trump was impeached for attempting to extort Ukrainian President Zelenskyy. He withheld military aid, pressuring Ukraine to investigate a political rival. This abuse of power endangered both U.S. and Ukrainian security.

The 25th Amendment was ratified on February 10, 1967 and states that the President can be removed from office if he's unable to fulfill his duties.

What does "unable to fulfill duties" mean?

"Inability" could include traits like poor judgment, incompetence, or impeachable conduct.

The truth is, Trump supports Russia’s takeover of Ukraine. He doesn’t want you to know why Ukraine was left vulnerable. He doesn’t want you to remember the Budapest Memorandum, because it exposes that he’s on the wrong side of history.

Instead of standing by Ukraine, Trump calls for cutting aid, praises Putin, and refuses to hold Russia accountable. He even stopped talks with Zelenskyy while pushing a shady "minerals-for-peace" deal that benefits the U.S. elite—not Ukraine.

✅ Ukraine was misled into disarming, believing they’d be protected.
✅ Russia is the aggressor, breaking international law.
✅ The U.S. had a moral and strategic obligation to support Ukraine—but Trump refuses to acknowledge it.

🚨 Trump does not want people to know about the Budapest Memorandum because it proves:

Fast forward to 2014—Russia broke that agreement, invaded Crimea, and later launched a full-scale war. And what did Trump do? Instead of holding Russia accountable, he sided with Putin.

In 1994, Ukraine gave up the third-largest nuclear arsenal in the world in exchange for security promises. The U.S., U.K., and Russia all signed the Budapest Memorandum, guaranteeing that Ukraine’s sovereignty and borders would be protected if they denuclearized.
