Two potential reasons came to mind: 1. RCS (the updated version of SMS that allows what you’re talking about) needs data to transmit messages. Maybe they have poor service. 2. Both devices have to have it enabled. Maybe they haven’t updated their Android OS in a while?

Far be it from me to defend Trump’s administration, but this is just false. The warnings for Somerset and London were issued with better than average lead times. I would listen to an argument that Somerset’s warning should have been a PDS warning, but that’s it. The lead times were great.
