I'm sure there are very extensive Navy regulations and SOPs governing the use of ordinance close to civilian populations and specifically in the San Diego area. I'm also sure that this plan violates those regulations.

The Navy should refuse to participate in this madness.

We can't drill for oil, then pump, transport, refine, distribute, and burn it into the atmosphere in ICE engines that are less than 25% efficient, then spend more energy trying to separate CO2 back out of the atmosphere, transform it into a stable form and safely bury it again.
