I was thinking the exact same thing!

The changes to broadband policy are doing serious harm to our communities (esp. low income and BIPOC communities) - it robs them of their voices and of their digital futures by replacing long term security with short term and incomplete connectivity.

For sure! I’m working on a chapter on ACP for my new book and buried in my memory is a critique of the FCC for originally promoting it using digital means only. Perhaps I was wrong. I have documented some amazing community efforts that are really the focus of the chapter anyway
