For context, the requirement for an HSI (Hispanic-Serving Institutions) is 25%+ Hispanic or Latino undergraduate full-time. There are over 500 HSIs, including many Research 1 institutions. Congressional appropriations for HSIs in 2024 was over $350 million. This will be devastating for many schools.
